How to read this map

This map shows where astronomy-specific weather forecasts, or "clear sky charts", are available along the eclipse path.

The green line is where the total eclipse will last the longest. Seen from outside of the two red lines, the eclipse will be only partial.

To use this map:

Even though this map can be zoomed out to show the all of North America, this page only shows charts in the eclipse path. The full list is here.

Is this map the best tool to decide from where to see the eclipse?

No. Use this map to get a general idea of which part of the eclipse track has the best chances of seeing the eclipse because of cloud cover. A few days before, check the clear sky charts in your chosen area. A few hours before the eclipse, check realtime satellite images to see where the clouds actually are. I find useful the statellite imagry from NESDIS: NESDIS's cloud images are quite complicated. But for astronomy, the interpretation is simple: If it moves, it's clouds.
